Licensure exams verify that entry-level applicants have the minimum knowledge, skills, and abilities (or KSA's) to safely perform their duties. Content areas, KSA's, and other characteristics are organized in sets of subject matter called content domains. For these derive the specifications for the exam questions or items that assess qualification for each classification of license. Job analysis is used to identify the relevant tasks performed on a job as an operator.

There are several commercially available study guides availalbe for waterworks operators. One for operaotrs of small waterworks (Class V or Class VI) is the Association of Boards of Certification sample test containing 75 questions.
